Symptoms

On : 11.12.1.0.0 version, Billing - Transactions

ACTUAL BEHAVIOR
---------------
From Create Transaction, not able to select the Business Unit from the LOV.

EXPECTED BEHAVIOR
-----------------------
Should be able to select the BU from the LOV when creating a transaction.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Receivables
2. Create Transaction
