Categories Created Using Functional Setup Manager Import from CSV File Are Not Visible In Application (Doc ID 2283930.1)

On Oracle Fusion Product Hub:

After importing categories into the Purchasing Functional Area Catalog using the Functional Setup Manager Import, the categories defined within the CSV Package are not visible within the application.

Additionally, if a user tries to create category for the same name, the following error occurs.

An object of type CATEGORY_CODE with the name Road sealing services already exists. Enter a unique name.

The issue can be reproduced at will with the following steps:
1. Setup and Maintenance
2. Manage Functional Area Catalogs
3. Export Manage Functional Area Catalogs Task

4. Populate CSV Package

5. Import CSV Package
6. Navigate to Edit Functional Area Catalog: Purchasing
7. Categories are not visible

The issue has the following business impact:
Due to this issue, users cannot create catalogs or view the categories that have been imported.
