How to Enable Resource Role for OSC Users

We have a user account that has been end dated in Manage Resources. We received a request to enable the user's account for OSC. However when we tried to search it in Manage Resources we cant find the user and in Manage user the fields for Resource Information are read-only fields. Please advise what is the correct way of enabling the resource role for end-dated users.
