Error Creating Java Instance (Doc ID 2284115.1)

Symptoms

After filing the template in the UI to creating Java instance and click next it fails with the error message as "Could not connect to database cloud service".

Could not connect to Database cloud service: Error Details[SP2-0306: Invalid
option. Usage: CON[NECT {SYSDBA|SYSOPER|SYSASM}] [edition=value]] where ::=[/][@] ::= [][/][@] SP2-0640: Not Connected ].
