Collect Planning Data Ends in Error for Item Relationship (Doc ID 2284358.1)

When attempting to Collect Planning Data for Item Relationships, the following error occurs.

Collection Process ends in Error - no relevant logs are generated

The issue can be reproduced at will with the following steps:
1. Navigate to Planning Central
2. Open right task Menu and select Collect Planning Data
3. Select Target Instance and Collection Type
4. Select all Reference Data and On-Hand Supply Planning Data
