Set Account Field As NOT Required On Lead Record

Set Account field as NOT required on Lead record
We have a special requirement from our customer to not force a user to select or create a Account when creating a new lead.
Based on the information available in the Application Composer it does not look like we are able to change this setting as it is a standard field.
What is even more strange is that this is not enforced on the Opportunity record.
In other words Sales Cloud requires an Account for a Lead but not an Opportunity??
I would like to understand the reasons for this and if it is possible to change the requirement for an Account for the Lead record.
Please take note that we have renamed Account to Stakeholder in our environment.
