Element Link Does Not End Date And Reassign Elements Properly (Doc ID 2284881.1)

Symptoms

On : 11.1.11.1.0 version, Global Payroll / Elements

ACTUAL BEHAVIOR
---------------
When the grade is changed on the element eligibility the new value link is not created.
Employee A is in position P1 and Grade G1. We have an element called 'Hourly Rate' and the person is paid £5
Employee B is in position P2 and Grade G2. The same element 'Hourly Rate' with a different element link and the person is paid £6
Employee A moves from P1/G1 to P2/ G2.
The employee's hourly rate element should be end dated for £5 and a new element entry should be generated with £6.

 
EXPECTED BEHAVIOR

When the grade is changed on the element eligibility the new value link is not created.

The issue can be reproduced at will with the following steps:
1. Manage Elements
2. Element Eligibility
3. Eligibility Criteria
4. Define Grade
5. Changing the Grade of the person
6. Element entry should be end dated and a new link needs to be created

The issue has the following business impact:
Due to this issue the element is not calculated properly.
