Passport: Service "HireRight I9" Has Incomplete URL for Token {ServiceURL.ExternalServiceUrl} (Doc ID 2285055.1)

Symptoms

The HireRight I9 Onboarding (Transitions)  passport service has problem with the service's URL in the email received by the user.  The token {ServiceURL.ExternalServiceUrl} is not resolved completely.  If the link is clicked, the candidate receives a "Service Unavailable" error.

 

Example:

The URL in the email is https://ZONE.taleo.net/careersection/careersection/processes/PartnerRedirectionServlet.jss?portal=101430233&lang=en&  (it is missing the bottom part of "sealedRequestedID=..." )
