Exadata Cloud Service Backup Fails When Database Instance Is Down On Node 1 (Doc ID 2285212.1)

Symptoms

Automatic Backup Configuration Mode is set, and backups are run as outlined in the documentation:

However whenever the Database Instance on Node-1 is not running, the automated backups are not occurring.  Even manual backup requests from Cloud Dashboard fail.
