Symptoms

Create a Publisher report using RTF Template. Open the report and export the report output to excel format. Open the report output to see that the rows are being merged.

Steps to Reproduce
-----------------------
1. Create Data Model to get the data from the table HRG_GOALS.SUCCESS_CRITERIA
2. Design RTF Template using the sample data obtained from the data model.
3. Open the report and Export the report output to Excel.
