FUSION:AP:Can not Find "Customize" Menu for Payment Format

When trying to use Customize Payment format, there is no "Customize" menu for Payments Templates
1.Navigate:Tools > Reports and Analytics
3.Click on "Catalog"
5.Navigate: Shared Folders > Financials > Payments
4.Select Payment format and click on "More"
