Goal

User has a single Tax reporting unit for all Legal employers.

Therefore, in case of a global transfer the Tax reporting unit should remain the same. Consider two scenarios for Global Transfer:

1. At the time of Hiring:-
Legal Employer: XXX Tax Reporting Unit: XXX Quick Pay: Successful
  During Global Transfer:-
Legal Employer: YYY Tax Reporting Unit: ZZZ Quick Pay: Failed

2. At the time of Hiring:-
Legal Employer: YYY Tax Reporting Unit:XXX Quick Pay: Successful
  During Global Transfer:-
Legal Employer: XXX Tax Reporting Unit: XXX Quick Pay: Failed

Whether Tax Reporting Unit (TRU) is provided or not during Global Transfer, the new assignment does not get mapped to the Statutory Deduction calculation card, resulting in a Quick Pay Error.
