Matrix Manager cannot select the option "Dotted-Line Reports" of View button
on the My Team > Goals page.

Steps to reproduce:

1. Abstract Line Manager role has been assigned to Matrix Manager User
2. Review has been done for Abstract Line Manager role on the Assign Security Profiles to Role UI after Upgrade
3. Administrator Profile Values HRG_ENABLE_MATRIX_MGMT has been set to Y for Site level
