Can Not Find BU In Manage Party Tax Profiles Task

Goal
On : 11.12.1.0.0 version, Manage Transaction Taxes-Verify Tax Configuration
Users can not find BU in Manage Party Tax Profiles task
Users have set up a new tax and they try to set Manage Party Tax Profiles for this BU. But in Create page, BU LOV does not show any BU existing in Env. Why is this happening?
