Return Code: 91013 Thrown When Layouts Import Takes Too Long

When trying to import a set of layout/widgets in an OCC environment the spinning progress wheel can be seen for a few minutes followed by this error message:
Error processing Import file
A Storefront Import is currently running, please retry operation later.
Return code: 91013
No recent changes have been made to the environments, except for the layout/widgets import of course.
