Facing Locking Issue While Creation Of Contacts Around 10K (Doc ID 2286965.1)

Symptoms

When attempting to create contacts using our Import Tool in OSC with 10K Records, the following error occurs and facing locking issue.

JBO-26092: Failed to lock the record in table HZ_ORGANIZATION_PROFILES with key oracle.jbo.Key[300000006200757 ], another user holds the lock.
JBO-25014: Another user has changed the row with primary key oracle.jbo.Key[300000006200757 ]

Ideally, Contact is parent one and defined as related object to Account and opportunity and by product design it should not create locks if new contacts are being created on same Account.

Reproducible Steps
1. Log into Fusion Applications
2. Use Import Tool
3. Create contacts
4. Facing locking issue and getting below error
    JBO-26092: Failed to lock the record in table HZ_ORGANIZATION_PROFILES with key oracle.jbo.Key[300000006200757 ], another user holds the lock.
    JBO-25014: Another user has changed the row with primary key oracle.jbo.Key[300000006200757 ]

Due to this issue, users cannot create contacts using our Import Tool in OSC with 10K Records
