Contact: Possible Duplicate screen is not showin up in SUI when Phone is mapped to UID (Doc ID 2287081.1)

Goal

Customer has created a custom DQ rule for contact - C1_DQ_SEED_CONTACT_DUP_IDENTIFICATION - which has the following attributes:

EDQ Match Identifier Contact Attribute
firstname PersonFirstName
lastname PersonLastName
middlename PersonMiddleName
uid1 EmailAddress
uid2 PhoneNumber
uid3 PrimaryPhoneNumber
alternatephone RawPhoneNumber

Their expectation is that when creating new contact records, the Possible Duplicate pop-up should be thrown.

If they are adding the email address, then the pop-up is thrown.

The behavior that they want is referring to Phone.

In SUI->Create Contact layout, Phone is displayed with: Country Code (in form of FCL) - area code - phone number

e.g. 971-56-827813

As per customer's feedback, some users are trying to skip this so it will not show as duplicate, so they are putting the values as this (basically moving the area code in the phone number section):

e.g. 971-00-56827813

Customer expectation is to have the Possible Duplicates window thrown again in this scenario as well.

Is this possible?
