Multiple Choice FCL Does Not Save All Values When 'All' Is Selected

Customer has a Multiple Choice FCL in the Contact Object.

When the user wants to select all values by clicking 'All' the checkbox is activated for all values but when he leaves the field and re-enter it, some values are not selected anymore.
