ACTUAL BEHAVIOR

Stage Login Page looks odd post R12 upgrade

Customer upgraded stage environment to R12 this week. The login page on stage now looks very odd.

EXPECTED BEHAVIOR

Login Screen should not be garbled

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to login URL
2. Login page does not look correct

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot see proper login screen
