Can you create an automated testing tool against Oracle Sales Cloud?

Goal

Customer would like to make some automated tests on user creation and therefore they need to click on the button "Save and Close/Exit".

To click on this element they need an identifier.

This button is realized as an anchor tag :

Here, customer is missing the identifier "id" as it is done in the "arrow down icon" that is realized as an anchor tag as well:

Referring in the test to the text "Speichern und schließen" (German for 'Save and Close'), in the following "span" tag wouldn't be a good option because in English GUI it would not work ("Save and Close/Exit").

Is it possible to get an identifier for this anchor tag? Why some anchor tags have it and some have not?

For example the drop down button has an id:
