Getting error when trying to rename User

Symptoms
On : 11.1.11.1.0 version, Accounts, Contacts, Households
When trying to rename a user below error is thrown:
ERROR

PER-1531296
The user name already exists but is associated with another person or party. Enter a different user name.
PER-1531342
The changes you made to this person's employment information may cause automatic changes to the person's user roles.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Sales Cloud
2. Navigate to My Team > Manage Users
3. Search for and edit user User.Name@domain.com
4. Change username to user.name@domain.com
5. Save and Close
6. The error occurs
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot rename one of the users.
