Import Process Not Running (Doc ID 2288311.1)

Symptoms

Import processes seem to be stuck. There are several processes that show that they have either started, or should have started, but now they are all stuck for hours. There are no errors being displayed.


STEPS
The issue can be reproduced at will with the following steps:
1. Setup and import
2. Schedule it to run
3. See that it either starts, or does not start, but either way it does not finish and gets stuck

Due to this issue, users cannot load in the data.
