Bell Icon Notification Count Not Getting Updated Even After Reading The Notifications (Doc ID 2289225.1)

Symptoms

A user received five notifications . Even after reading and opening all five bell notifications, the bell count does not change.  Users tried logging in and out and waited for a day to see if the count  updated, but  the count remains the same.
This issue occur for all users and all transactions.
 
The issue can be reproduced at will with the following steps:
1. Read and open bell icon notifications.
