Account Is Suspended And We Cannot Use Any More Connection

Account is suspended and we cannot use any more connection
ORACLE ICS account licensed and the agreement is renewed up to July 2018.
 However, we have received a message saying the account is suspended and we cannot use any more connections. We still have 6 connections available out of the 24 and it says we've used the maximum of the connections available.

Account should show valid and be usable.

The issue can be reproduced at will with the following steps:
