Unable To Set Partner Status From INACTIVE-EXPIRED To ACTIVE From Rest For A Partner Record

Unable to Set Partner Status from INACTIVE-EXPIRED to ACTIVE from rest api for a Partner Record
Customer is getting below error when we are trying to update Partner Status from INACTIVE-EXPIRED to ACTIVE for Partner with Company Number as 9180.
ORA-00001: unique constraint (FUSION.HZ_PARTY_USG_ASSIGNMENTS_U1) violated
We have tried same Operation for Other partner with Company Number as 9064 and it worked fine for us.
The issue has the following business impact:
Due to this issue, users cannot change status of the record multiple times a day.
