Issue With The ErpObjectAttachmentService While Uploading And Downloading Attachments Via API (Doc ID 2291246.1)

Goal

Why when uploading an attachment using the service, i am getting the error "Attachment1":"FAILED"?
When downloading an attachment from Fusion using this API, I am getting no errors but the base64 string for the attachment is missing?
