When attempting to authorize data access sets for a user, the following error occurs.

The issue can be reproduced at will with the following steps.
1. Setup and Maintenance
2. Manage data access set data access for users
3. Users with data access
4.Persons name
5. Role Collections Manager
6. Authorize Additional data access
7. Fill and upload the Excel spreadsheet

The issue has the following business impact:
Due to this issue, users cannot provide access to required roles.
