Symptoms
On : 11.12.1.0.0 version, Planning and Budgeting
When attempting to call webservice in Fusion from PBCS,
the following error occurs.

2017-07-04 16:45:07,758 INFO [AIF]: Standard Error: com.hyperion.aif.ws.client.ErpIntegrationService.ServiceException: JBO-FUN:::FUN_IMPEXP_ESSJOB_ACCESS_ERR: FUN-720397The user does not have access to ESS job definition with name ExtractCubeInformation and package oracle/apps/ess/financials/generalLedger/ledgers/ledgerDefinitions. Check the job definition and user details.

The issue can be reproduced at will with the following steps:
1.Provide wsdl details of erp integration service
2. Provide username and password
