Items Delete Group Is Not Processing and Is Stuck "In Progress"

Symptoms
When attempting to delete items from the application using Delete Groups, the delete group is stuck in an "In Progress" status, and is not deleting any items.
-- Steps
The issue can be reproduced at will with the following steps.
1. Product Information Management
2. Tasks -> Manage Delete Groups
3. Actions -> Create new Delete Group
4. Actions -> Select and Add
5. Add over 10,000 items to the delete group
6. Submit -> Delete Group gets stuck in "In Progress" status
