Navigation Menu Inconsistencies Present When Base Language Is Changed To Japanese

When the base language of a site is changed to Japanese the Navigation Menu icons that are visible to admins and users are inconsistent to sites in English.
For instance, the Proxy Login Icon is constantly visible.
