Transactions Entered in HCM Cloud Show Significant Delays in the Approval Flow

Symptoms

Users are experiencing serious delays with the approval of transactions entered in HCM Cloud.  There are many composite instances that have a large difference between the instance creation timestamp, and the timestamp when the approval was assigned to an actual approver (tens of minutes, sometimes hours).


Workers expect that there should be no (or little) difference between the two timestamps.
