"The Value For Email Is Invalid" When Email Contains An Apostrophe (')

In User Administration, error returned when a user's email address contains an apostrophe (') character:

You have unsaved changes. Errors (1)
The value for Email is invalid.

The issue can be reproduced at will with the following steps:
1. Go to Administer, User Administration, Users
2. Select a user and enter an email address with an apostrophe, eg. timothy.o'toole@acme.com
