R12: Error Occurred When Uploading The Csv File - File Import (Doc ID 2295222.1)

Symptoms

On : 11.12.1.0.0 version, Accounts, Contacts, Households

When attempting to upload file, see the following error
"Your request could not be completed because of an error with Content Management server. Contact your help desk. The request could not be completed because of the following error: An application error occurred. (FND-2)....oracle.apps.fnd.applcore.messages.FndMessagesUtil$FndMapResourceBundle"

The issue can be reproduced by following the below steps:
1. Login to Oracle Sales Cloud App
2. Navigate to Manage File Import Activities
3. Create a new Import Activity and click on the Browse button to select the input file
