R12 FCL loses focus when clicking on FCL dropdown (Doc ID 2295628.1)

Symptoms

On : 11.12.1.0.0 version, Accounts, Contacts, Households

ACTUAL BEHAVIOR
---------------
In IE 11.0.44, When clicking on a Fixed Choice List field in many parts of the application to get the LOV options it must be clicked on twice.

EXPECTED BEHAVIOR
-----------------------
Clicking on an FCL once should open the list

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Sales Cloud in IE
2. Navigate to contacts page
3. Click on Advance search filter
4. Click on the drop down which says All records I can see
5. The focus goes to the next field and the dropdown list doesnot open
6. on next click anywhere in the screen, the dropdown opens
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot must click 2 times to see the values
