Why is the Default Value Not Populated in Russian When Creating a New Record? (Doc ID 2296172.1)

Symptoms

ACTUAL BEHAVIOR
---------------
We have a picklist field for Account, and it has "Standard" default value respectively in English-British language and Russian language.
The Default Value appears as expected in the English-British language when creating a new Account record, but it is not working if the layout is in the Russian language.

EXPECTED BEHAVIOR
-----------------------
The Default Value should appear in the Russian language when creating a new record.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in CRMOD with Russian language.
2. Click Account tab.
3. Click New button to create an Account record.
4. The value of the picklist field is blank.
