Record Information PDF Not Attached To Email Notification as Designed

Email Notification is setup to include the Record Information as an attachment on the end step of a Business Process Workflow, the Email Notification sent to users does not include the Record Information as an Attachment.
It DOES include the Record and Line Item Attachments in a ZIP file per the Workflow Setup.
