ACTUAL BEHAVIOR

Cannot edit tax withholding information via employee Self Service in My Portrait after release 12. `


EXPECTED BEHAVIOR

Expect that card is not blank.

The issue can be reproduced at will with the following step:
Person Gallery > Manage Tax Withholding for the My Portrait Card is blank
