P6 Professional for EPPM Takes a Very Loong Time to Login

When attempting to login P6 Professional, after about 40 seconds, the following message is received:
Your database is not set for optimal refresh performance. To correct this problem, please contact your System Administrator or see the Administrator's Guide.
1. Login to P6 Professional.
2. Track the time it takes to get to the projects view.
3. Observe it takes anywhere from 45s - 60s to complete.
The issue has the following business impact:
Due to this issue, users cannot use P6 correctly.
