Public Lists Not Visible to Non-Admin Users

Information in this document applies to any platform.
Public Lists are not available under homepage for certain users. Although the lists were made public and everyone should see them, it still doesn't show up for certain users.
Issue has been checked under admin and user level and the lists were created in the same language available for both user and admin.
