All Users Do Not Have Access To All Opportunities

During our initial rollout of Oracle Sales Cloud, we gave all users access to all Opportunities in the system. We now have some users that cannot see all opportunities (using the "All Records I can See" filter. Is there a Role or Organization that I need to make sure is set on these users?
