Getting Error When Importing Address Object (Doc ID 2298382.1)

During a monthly import of thousands of records, consistently, there are 21 records that do not import. Every month the same records indicate the same error - No matching record has been found. The import process will ignore this record. Why am I getting this error when the records do exist?
