New Hire Life Event Immediately Goes to a Processed Status

Symptoms
When attempting to add New hire life event, it immediately goes to a processed status, then when you try and reopen it
the following error occurs.
ERROR

The message is ORA-20001: the life event cannot be reopened because there is no electable choice. ORA-06512: at "FUSION.BEN_CLOSE_ENROLLMENT". Line 3400 ORA-06512: at "FUSION.BEN_CLOSE_ENROLLMENT" Line 3454 ORA-06512: at line 1
