Symptoms
After 6.4.2 upgrade, release instruction updates are not propagating to its corresponding order release. There is an agent which calls the action "OB RELEASE INSTRUCTION - PROPAGATE CHANGES to propagate any updates to release instruction to its corresponding order release.
