Print Error After 2017 R1 Upgrade [File access blocked]

Information in this document applies to any platform.
When attempting to print a document, the following error occurs:
File access blocked: ***filepath url***
The issue can be reproduced at will with the following steps:
- Proxy in as Full Access User.
- Click on Transactions.
- Open any quote.
- Edit a line item (pencil icon).
- Click the Print action.
- Observe error.

The environment was upgraded to version 2017 R1.
