ACTUAL BEHAVIOR
---------------
The HSA amount for some of the employees is changing from the employee set amount to $0 after processing a Salary Change.
EXPECTED BEHAVIOR
-----------------------
The amount should remain the same and reset.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add HSA for employee with previous event
2. Process a Salary Change event on a different date
3. Amount changes to $0
BUSINESS IMPACT
-----------------------
This is causing the amount to change to $0.
