Fusion Global HR: Unable to see the "My Workforce" icon in Oracle Fusion Apps (Doc ID 2299711.1)

Symptoms

The user is not able to see the "My Workforce" icon in Oracle Fusion Apps (HCM Cloud Service).  It is not available on the Home Page, nor under the Navigator menu.  The user has all the correct rights needed for the My Workforce tasks.
