OAC-Essbase: Unable to Access Essbase Applications After Running a Backup and/or Applying a Patch

Information in this document applies to any platform.
After running a full backup and applying an OAC Patch 17.x (which also does a backup), the Essbase application(s) start but when trying to edit the outline, settings, get the following error:
ADF_FACES=60097:For more inforamtion, please see the server's error log for an entry beginning with: ADF_FACES-60096:Server Exception during PPR, #38
In some cases, the application fails to start.
The Sample_ODL.log shows the following error:
