OIM performance issue after applying Fusion Applications Release 11 August 2017 Patch Bundle 20.

Steps

The issue can be reproduced with the following steps:
1. Login to OIM
2. Search for User
3. Too slow and not able to fetch the user data
4. Try to create new users via bulk load in Fusion. Not all users would get created in OIM. User creation failure errors are reported.

Changes

Release 11 P4FA August Patch Bundle 20 was applied.
