Difference Between Green And Blue Dot For Account Owner

Customer has noticed a difference in the color of the dot for the account owner.
Sometimes this is green, sometimes it is blue. It looks like it has to do with the logged in user, and what access this user has to the account.
Can we have an explanation when the dot is green and when it is blue?
