After R12 Upgrade Admin User Can Not See All The Sub-tabs Of Security Console

On : 11.1.11.1.0 version, Technology Management - Fusion Security

ACTUAL BEHAVIOR
---------------
After R12 Upgrade Admin user can not see all the sub-tabs of Security console




Just got upgraded to R12 last week.
After Upgrade when admin user goes to security console can not see all the sub tabs there.
The Missing Subatbs are: User, Analytics, Administration

User has IT Security Manager (at least it sis shown in the Manage User)



EXPECTED BEHAVIOR

Admin User with IT security should see Subatbs are: User, Analytics, Administration in security console

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1 - Login with Admin User
2 - Go to Navigator > Security Console
3 - Notice only 2 substabs are shown

BUSINESS IMPACT
-----------------------
Users can not use security console to full extent of its functionality
